מפלגת העבודה לכאורה התחילה לשגשג. הפעילות בסניפים רבים התחדשה למרות המצוקה הכספית של המפלגה, החלה פעילות עניפה בועדות שונות, חוגים חדשים הוקמו וחוגים ותיקים שלא פעלו זה זמן רב הרימו את ראשם. אפשר לומר בגאוה שאין מפלגה בארץ שההשתתפות של חבריה ופעיליה כה ערה וזה סימן טוב. אין ספק גם שבחירתה של שלי יחימוביץ' ליו"ר שחררה אנרגיות חיוביות במפלגה להן היא הייתה זקוקה על מנת להתחיל לפעול כפי שמפלגה דמוקרטית רצינית אמורה לפעול. היוה"ר מברכת על הפעילות העניפה הזאת אם כי היא טרם מצאה את הזמן להופיעה בכל הועדות (מלבד הופעתה בכנס של ועדת החינוך) על מנת להביע תמיכה של ממש.

אם הכל כל כך טוב, אז מה לא בסדר, אם בכלל ? לעת עתה אין מתאם בין פעילות החברים בתוך המפלגה לפעילות של היו"ר עצמה. שלי נמצאת בתוכנית "שלי", לא בתוכנית "עבודה". נכון שבחלקים חשובים תוכנית "שלי" ותוכנית "עבודה" נמצאות בחפיפה אך יש תחומים רבים בהם יש "עבודה" ואין "שלי". לנושא המדיני אין כל חלק בתוכנית הפעולה של "שלי". מידי פעם היא מגיבה באופן מינורי כמו בתוכנית הבוקר של רזי ברקאי וחוזרת על המנטרה שלה  "ברור שאני מתנגדת להתנחלויות כי אני בעד יוזמת קלינטון". איך יתכן שהיא תוקפת את נתניהו רק על ההתנהלות הקלוקלת שלו עם העובדים בלשכתו ואין לה מה לומר על ההתנהלות השערורייתית שלו בתחום המדיני ? גם נושאים ערכיים חשובים לא זוכים להתייחסות אלא אם הם קשורים לנושאים הקרובים לליבה של היו"ר, חברה וכלכלה.  והכי חשוב ואני חוזר על מסר זה כבר מספר פעמים, היו"ר ממשיכה להמנע מכל ניסיון ליצור אלטרנטיבה של ממש לשלטון נתניהו.  פעמיים שמעתי אותה מזכירה ממש באופן מינורי ומהוסס משהו כמו "יש מצב שאנחנו נהיה אלטרנטיבה שלטונית" אבל היא מקפידה מייד לסגת ולהוסיף ש"הסבירות לכך נמוכה ביותר".

לעת עתה, היו"ר ממשיכה לבחור באופציה המסוייגת, היא רוצה להיות יו"ר האופוזיציה. למה ?  אנחנו יכולים רק לשער שהסיבה להתנהלות המוזרה הזו של היו"ר היא פחד. הרי לא יעלה על הדעת שהיו"ר בכוונה תחילה רוצה להיות מס' 2 (או 3 או 4) בממשלתו של ביבי נתנהיו. ממה מפחדת היו"ר ? האם היא מפחדת שהתפקיד של רוה"מ גדול עליה ? האם היא חושבת שכמו עם ישראל שהיה צריך  להסתובב 40 שנה במדבר, מפלגת העבודה צריכה להיות 40 חודש באופוזיציה לפני שיש לה זכות לחזור לממשלה ? אין לי הסבר הגיוני למה היו"ר מחליטה מראש לוותר על התמודדות חזיתית עם הסכנה הגדולה ביותר שקמה למדינת ישראל.

חברים ! אני קורא לכם לפנות ליו"ר ולדרוש ממנה לתקוף ולזעזע את ממשלת נתניהו לא רק בנושאים שנוחים לה אלא גם בנושאים שחשובים בהיבט הלאומי והבין-לאומי, להביע עמדות נחרצות בנושאים ערכיים חשובים, להפגין נחישות ובעיקר רצון עז להוריד את נתניהו מהשלטון.

The Labor party appears to be booming. Despite the ever present financial crisis,  activities at many branches have been restarted, different working groups have taken up their tasks, new chugim (circles of interest) have been created and older ones that were barely active have gotten a new lease on life. We can state with pride that there is no party in Israel whose members and activists are as busy as ours and that is a good sign. Undoubtedly the election of Shelly Yechimovic to chair the party has released positive energies that were needed to start operating like a democratic party that is serious should operate. The chairperson commends the wide ranging activities even though she hasn't yet found the time to appear at all the working groups to demonstrate her solid support, showing up only at the recent Education Conference organized by the Working Group on Education.

If everything is great, what isn't, if anything ? At this time there is a mismatch between the activities of Labor's members and those of its chairperson. Shelly is on an agenda called "Shelly" , not on an agenda called "Labor". True, parts of the "Shelly" agenda and of the "Labor" agenda overlap but there are many areas where there is a "Labor" agenda but no "Shelly" agenda. The Peace Process has no place whatsoever on the "Shelly" agenda. Every once in a while Shelly reacts in a minor fashion like she recently did in Razi Barkai's morning program on Army Radio where she repeated her mantra "certainly I am against the settlements since I am in favor of the Clinton Proposal". How can she take Netanyau to task for his miserable behavior in his bureau and not attack him for his scandalous positions in the negotiations with the Palestinians ? Crucial human rights and value issues do not receive any attention unless they are somehow related to the chairperson's pet subjects, social and economic issues. And most important, and I have repeated this message several times in my blogs, she continues to avoid any effort to create a real alternative to the Netanyahu government. I have heard her twice mentioning in the most minor way that "there is a possibility that we will be an alternative to the government" but she insists on hedging this statement claiming that "the likelihood that this will happen is extremely low".

At this time, the chairperson continues to prefer the qualified option, she would like to be head of the opposition. Why ? We can only surmise that the reason for her strange behavior is fear. We cannot be expected to believe that the chairperson on purpose would like to be no.2 (or 3 or 4) in a Netanyahu government. What is she afraid of ? Is she afraid that the job of Prime Minister is beyond her capabilities ? Does she believe that as the people of Israel had to spend 40 years in the desert, Labor has to spend 40 months in opposition before being allowed to return to govern ? I have no logical explanation for the chairpersons implicit decision not to deal head on with the greatest danger to the State of Israel.

Fellow party members ! I call on you to call on the chairperson and demand from her to shake-up and attack the government not only on issues that are convenient to her but also on issues of national and international importance, to express strong opinions on issues involving important values and to demonstrate determination and most of all a strong will to depose the Netanyahu government.

אירוע ההשקה של "החוג להנעה מדינית" הצליח מעל למצופה. החוג החדש הוקם במפלגת העבודה על מנת לקיים דיון על התהליך המדיני ולקדמו הן במפלגה והן בתקשורת ומול הציבור בכללותו. זאת על רקע חוסר המעש של הממשלה המכהנת והדחקת הנושא גם בתוך מפלגת העבודה.

יותר מ-80 אנשים הצטופפו בסניף ברודצקי על מנת לתת תשובה הולמת לכל אלה שחשבו לאחרונה שרק מחוץ למפלגה ניתן לקדם את התהליך המדיני. אחרי שמזכ"ל המפלגה חיליק בר שנחת רק שעה קצרה לפני האירוע מסיור בארה"ב ברך את הקהל ויו"ר החוג שרי סלע סקרה את מטרות החוג ואת הרקע להקמתו, תארו פרופ' אלעאי אלון מאוניברסיטת ת"א וגדי בלטיאנסקי מנכ"ל יוזמת ז'נבה את היוזמה הערבית ויוזמת קלינטון וז'נבה. ח"כ יצחק (בוג'י) הרצוג נתן סקירה מדינית ממצאת ועמד במקצת גם על התסכולים שמלווים אותו בעקבות התקיעות בסוגיה המדינית. התקשורת בוחרת לא לטפל בנושא המדיני ברצינות למרות חשיבותו והנושא הכלכלי/חברתי ממשיך לתפוס חלק ניכר מהכותרות וגם מזמנה של יו"ר המפלגה.

אין ספק שהנוכחות המכובדת של חברי מפלגת העבודה באירוע ההשקה מסמלת תפנית מעודדת בהתייחסות לנושא ומסמנת התחלה חדשה של דיון שדעך על רקע העברת מרכז הכובד של פעילות המפלגה מול הציבור לנושא החברתי הכלכלי. התמקדות המפלגה בנושא החברתי/כלכלי חשובה, מבורכת, תשרת את המפלגה בהתמודדות בבחירות הבאות ותקל עלייה לגייס קהלים חדשים לשורותיה אך התעסקות רק בנושאים הנ"ל תהפוך את מפלגת העבודה למפלגת נישה חד-ממדית שמתנתקת מהמקורות ההוליסטים שלה. הקמת החוג המדיני וחידוש הדיון בתהליך המדיני תחזק את היכולת של המפלגה להציב חזון כולל לציבור ולהיות אלטרנטיבה אמיתית לממשלה שלא רק פוגעת בשכבות החלשות בחברה אלא גם מדרדרת את מדינת ישראל לאי-וודאות מדינית חסרת תקווה.

The opening event of the Working Group for the Advancement of the Political Process succeeded beyond expectations. The new group was created within the Labor party in order to maintain and promote an ongoing debate on the political process within the party, vis-a-vis the media and with the public at large. This on the background of a total absence of government activities in this regard and the sidelining of the subject within Labor.

More than 80 people crowded the Ramat Aviv Party branch giving a suitable response to all those who thought that a political process could only be advanced from outside the party. After the Secretary General of the party, Hilik Bar who had arrived an hour earlier from a trip to the US, opened with his greetings, Ms. Sari Sela, chairperson of the working group proceeded to outline its aims and the background for its creation. This was followed by short briefings by Prof. Ilai Alon from Tel-Aviv University on the Arab initiative and the Director of the Geneva Initiative, Gadi Baltiansky who talked about the Clinton proposals and the Geneva inititative. Member of Knesset Isaac Herzog reviewed the political situation and gave an indication of some of his frustrations at a time when the political process is stuck. The media choose not to deal with the political process in earnest  and the social and economic issues get most of the headlines grabbing most of the attention of the party's chairperson.

There is no doubt that the considerable attendance of party members at this opening event signifies an encouraging change in the attitude towards this subject and a new beginning of a debate that had faded once Labor decided to emphasize, vis-a-vis the public , discussions mainly of social and economic issues. Labor's focus on the social and economic issues is important, commendable, will serve the party in the upcoming elections and facilitates the signing up of new members. Nevertheless the single-minded preoccupation with these issues alone will turn the party into a one-dimensional niche party detached from its holistic roots. The creation of the Working Group for the Advancement of the Political Process and the associated renewal of the debate will strengthen the party's ability to present the public with an all-encompassing vision and thus enable it become a real alternative to the present governing coalition which not only harms the weakest segments of society but also leads the State of Israel down a path of political uncertainty without any hope.

המצב הפוליטי הנוכחי במדינת ישראל הוא כזה שרוב האזרחים משלימים עמו. זאת בעיקר משום שלכאורה אין אלטרנטיבה אמיתית נראית לעין לשלטון הליכוד. מפלגת העבודה שמתיימרת להיות המפלגה השניה בגודלה בכנסת בבחירות הבאות מסרבת בעקשנות להעמיד את עצמה כאלטרנטיבה לשלטון ומקבלת את המציאות כפי שהיא בהכנעה גמורה. לטענתה של יו"ר שלי יחימוביץ', הסבירות שהמפלגה תרכיב את הממשלה הבאה היא נמוכה. לא ברור איך ניתן לצפות מציבור שנמאס לו משלטונו של הליכוד ושל בנימין נתניהו להצביע עבור מפלגה שבעצמה לא מאמינה ביכולתה להגיע לשלטון ובנוסף גם לא מציגה חזון כולל. קו דק עובר בין הערכה נכונה של המציאות לבין הויתור על יצירת מציאות אחרת, מציאות בה מפלגת העבודה כן יכולה להגיע לשלטון. לעת עתה, הנהגת המפלגה מסתפקת אך ורק בפעילות בתוך המציאות הקיימת אך לא פועלת על מנת להוביל למציאות טובה יותר למדינת ישראל לה החברים כמהים בכל המישורים  ולא רק בתחום החברתי כלכלי.

מה ניתן לעשות בהנחה שהנהגת המפלגה החליטה לקדם את המפלגה להיות מפלגת האופוזיציה העיקרית הבאה ולא להרכיב את הממשלה הבאה ? אפשרות אחת היא לנסות ולשכנע את ההנהגה לשנות את גישתה שנראית, על פניה, תבוסתנית.

אפשרות נוספת היא ליצור התנגדות בתוך המפלגה לדרך הפעולה הנוכחית של ההנהגה, או לפחות לנסות ליצור דיון במוסדות המפלגה. אך על פי הניסיון בעבר במקרים דומים (כאשר תפקוד הההנהגה לא ענה על הציפיות של חלק גדול מהחברים) , הדיון לא צלח. זאת כי חברי המוסדות שחרדים למקומם, לא אוהבים לזהות את עצמם כמבקרי פעילות ההנהגה באופן גלוי ומעדיפים להשחיר את ההנהגה מאחורי הקלעים מאשר להביע את ביקורתם בגלוי. כמו כן שומעים קולות  ש"צריך לתת ליו"ר זמן", תקופה שיכולה ללא כל קושי להימשך עד לבחירות הבאות.

אפשרות שלישית שניתן לשקול היא יצירת אופוזיציה של ממש בתוך המפלגה באמצעות קבוצה של פעילים ששואבים את כוחם מהיותם קבוצה בעלת השפעה כאשר חבריה הם חברים ותיקים וצעירים כאחד, כולל תומכים מובהקים של היו"ר בבפריימריז. זו אופציה ריאלית אך סיכוייה להצליח מוגבלים כל עוד לא ניתן לזהות אישיות משמעותית שתוביל אותה ויכולה להיות אלטרנטיבה ליו"ר הנבחר אם וכאשר זה יהיה רלוונטי. ברור שאופוזיציה כזאת לא יכולה להתאגד סביב אחד המתחרים שהיו ליו"ר אלא חייבת להתאגד רק סביב אישיות אחרת, מבטיחה יותר. יש מקום לשקול את האופציה האחרונה אך בו בזמן בהחלט יתכן שכמה חברים יבחרו באופציה נוספת בעלת סיכויים להצליח בנסיבות הנוכחיות וזאת האופציה של יצירת אופוזיציה מחוץ למפלגה. התנהלות היו"ר החדשה שמתעקשת למרכז את המפלגה עד כדי אבסורד, מצביעה על חוסר רגישות מצבית כתוצאה ממנה המפלגה עלולה להפסיד שוב חלק לא מבוטל מציבור מצביעיה. מופז מרכז, ליבני מרכז, לפיד מרכז, דרעי יהיה מרכז וגם מפלגת העבודה מרכז. אז למה להצביע למפלגת העבודה ? רק בגלל הנושא החברתי/כלכלי שנמצא במרכז הקונצנסוס ומפלגות אחרות יכולות לאמץ בקלות יחסית ? יש לי חדשות: המחאה ממתינה למפלגה. היא לא פותחת לחברי המחאה את הדלת. מסיבות לא ברורות המפלגה לא נענית, לעת עתה, לציבור הגדול שנמצא מחוץ להליך הפוליטי ורוצה להתחבר. מפלגת העבודה היא הכתובת הטבעית אך היא, משום מה לא פותחת את הדלת ולא מזמינה את המחאה פנימה. למה לא ? מי מה בדיוק מפחדים ?

It appears that most Israelis have come to terms with the present political situation because of the difficulty to identify a real alternative to the Likud government.  Labor which wants to be the second largest party in the Knesset in the next elections, steadfastly refuses to position itself as an alternative to the present government and accepts the situation submissively. According to chairperson Shelly Yechimovitch, the party is unikely to form the next government. How are citizens who have had enough of the Likud government and Bibi Netanyahu expected to put their trust in a party that doesn't believe in its own ability to win the elections and in addition doesn't propose an all inclusive political vision ?  There is a fine line between accepting reality and giving up on changing it into a reality in which Labor will form the government. At this time, the party leadership is resigned to the situation and is not willing to lead to a better reality in many areas where party members long for change, not only in social and economic aspects.

What can be done, assuming the party leadership has decided to become the main opposition party and not to form the nex government ? One possibility is to try and convince party leaders to change their approach, which, on the face of it, appears defeatist.

Another option is to create an opposition within the party to the present path of action of the leadership, or at least to try to initiate a discussion in the party institutions. Based on past experience in similar instances (when leadership performance had become unacceptable to many party members), discussions if held at all, were futile. Members of party institutions fear for their positions, do not like to identify themselves openly as critics of leadership conduct and prefer to denigrate leaders behind their back rather than speak out. In addition there are the ongoing calls "to give the chairperson time", time which easily can last until the next elections.

A third option that should be considered is to create a real opposition within the party with the help of activists that derive their power from their influence, veteran party members and newcomers alike, including supporters of the chairperson during the primaries. This is a realistic option whose chances to succeed remain limited as long as it is difficult to identify a serious challenger who could lead and be an alternative to the present chairperson if and when that becomes relevant. It is obvious that such an opposition can not form around one of the former challengers to the chairmanship but must group around a new, more promising individual. In addition to the latter option another possibility should be considered which might, under present circumstances, harbour chances for success: Some members may decide to create an opposition outside the party. The new chairperson is hell-bent on moving the party to the center of the political spectrum, a move devoid of any situational awareness which may cause the party, once again, lose a not insignificant percentage of its traditional voters. Mofaz is center, Livni is center, Lapid is center and Deri will be center well. So why should anyone vote Labor ? Only because of the socio-economic agenda which is agreeable to almost anyone and other parties can coopt with relative ease ? Newsflash: The protest movement is waiting for Labor. Until now, it hasn't opened the door to the movement.  For reasons not clear, the party remains unresponsive to the large group of people who are alienated from the political process and want to connect. Labor is their natural address but for some reason doesn't open the door and invite them in. Why not ? What could happen ?
