לפני מספר ימים הגישה יו"ר מפלגת העבודה, ח"כ שלי יחימוביץ', יחד עם ח"כ בוזי הרצוג, הצעת חוק שמטרתה לקצר את תקופת הצינון של בכירים במערכת הבטחון מ-3 שנים אחרי פרישתם לשנה אחת בלבד. על פניה, ההצעה אמורה לאפשר למספר מועמדים פוטנציאלים להצטרף למירוץ לכנסת בבחירות הקרובות. בסבירות גבוהה הכוונה בעיקר לאפשר לרא"ל מיל. גבי אשכנזי להתמודד על מושב בכנסת מטעם מפלגת העבודה.

שלי יחימוביץ', מכל האנשים, מייצגת את הצורך להתמקד בנושאים אזרחיים/כלכליים/חברתיים. המהלך לפנות עכשיו לאנשי צבא הוא מיותר מכמה סיבות: לא חסרים במפלגת העבודה אנשים בעלי רקע בטחוני, אומנם לא עם פרופיל ציבורי גבוה אך בהחלט אנשי מקצוע שיכולים לעצב ולהציג עמדה מדינית/בטחונית בצורה משכנעת ואמינה. כפי שאני בעצמי כתבתי בבלוג קודם, יש אומנם חשיבות גדולה שמפלגת העבודה תציע גם אג'נדה מדינית/בטחונית אך הדבר לא מחייב גיוס של עוד אלוף או רב אלוף במיל' לשורותיה. כיסוי הנושא על ידי מומחים אזרחיים היה מדגיש את השליטה של הדרג האזרחי על הדרג הצבאי. למשך שנים זרמו אנשי צבא למערכת הפוליטית והשפיעו במידה לא מועטה על הגישה של מדינת ישראל לתהליך השלום ועל ההתנהלות המדינית שלה. אין כל אינדיקציה לכך שריבוי אלופים במיל' בשכבה השלטת של מדינת ישראל שיפרה את איכות השלטון, את תהליך קבלת ההחלטות או את טיב ביצוען. אך ההשלכה החמורה ביותר של החוק הנ"ל, אם הוא יתקבל, הוא שוב פוליטיזציה של הצבא. לצערי הרב נחזור שנית לתקופות בהן קצינים בכירים הציגו את עמדתם או קבלו את החלטתם תוך התחשבות באקלים הפוליטי ובהתאם לקרבתם לתאריך השחרור. האם זה מה שאנחנו רוצים ? האם זה מה שחשוב כעת ?

Several days ago, Labor's chairperson Shelly Yechimovic and Member of Knesset Itzhak Herzog jointly submitted a bill with the aim to shorten the cooling-off period for high ranking personnel in the army and the security services from 3 years to one year. Ostensibly, the passage of this bill would permit several potential candidates to compete for a place on the list of Knesset members in the upcoming elections. Quite likely, it is designed to clear the way for former Chief of Staff Gabi Ashkenazi to participate.

Shelly Yechimovic, of all people emhasized the need to focus primarily on civil economic and social issues. The move to turn to ex-army people at this time is superfluous for several reasons: There is no lack of qualified people with a security background in the Labor party. While they may not have a high public profile, they are nevertheless perfectly suitable to prepare and present a credible diplomatic and security agenda. As I have written in an earlier blog it is indeed important that Labor promote such an agenda but for that it is not necessary to draft another General or two to its ranks. Covering this agenda by civilian experts would indeed emphasize civilian control over the military. For years, ex-army personnel have joined political parties in droves and have had a significant impact on Israel's attitude to the peace process and its politics. There is no indication that the presence of numerous former Generals in the ruling circles did anything to improve the quality of government, the decision making process or their execution. But the worst impact of this bill, should it pass, would be on the army itself. Sadly it would result in renewed politicization of the higher ranks and officers would shape their views or decisions to suit whichever party they favor, depending how close they are to the date of their discharge from service. Is that what we want ? Is that what is important now ?
