המחאה החברתית שהרימה את ראשה בגאווה למשך מספר שבועות נרדמה. פה ושם היא עדיין ערה אך בגדול היא כבר לא מה שהיא הייתה. מה קרה ? המנהיגים שהובילו אותה לא הצליחו לנתב אותה לפסים פוליטיים, לא הצליחו להפוך אותה לתנועה פוליטית רצינית שתתמודד לכנסת על מנת לממש את התקוות והרצונות של הציבור הרחב שתמך בה. למה לא הצליחו בכך ? כי הם פחדו לתת למאבק צביון פוליטי באמת. הרי אתה יכול להיות חברתי וכלכלי כעמותה א-פוליטית, כאילו יש דבר כזה. לכאורה אפשר לנסות לשאוף לשיפור החברה והכלכלה ללא קשר לאופי הממשל גם במשטר דמוקרטי וגם במשטר פחות דמוקרטי. העיקר טוהר השאיפה.
בכך יש כמובן חוסר יושרה אינטלקטואלית. למה ? כי אופי המשטר קובע את כל המדיניות, לא רק את המדיניות הכלכלית-חברתית. המדינה היא יצור הוליסטי ומדיניות בתחום אחד משפיעה על כל התחומים האחרים. דוגמה פשוטה ? מדינה לאומנית שאינה שואפת להסדרי שלום עם שכנותיה נדרשת להשקיע יותר בתחום הבטחון ועל כן אינה יכולה להרשות לעצמה מערכת רווחה טובה, מפותחת ויקרה גם אם היא חפצה בכך. אותה מדינה לאומנית כמובן גם תתייחס למיעוטים שבתוכה לא בשיוויון אזרחי וכך גם פוגעת בשיוויונם הכלכלי. הכל קשור יחד ולא ניתן להפריד בין הדברים כפי שניסו לעשות זאת מובילי המחאה במאמצם לרתום למאבק את כל הקשת הפוליטית בישראל, לא רק את השמאל השבוי.
גם מפלגת העבודה או לפחות יושבת הראש שלי יחימוביץ' משלה את עצמה שניתן להגיע לשינויים של ממש במציאות החברתית-כלכלית בישראל בלי לדון בצורה ממצה בסוגיות חשובות כמו קביעת גבולות, החברה האזרחית ומעמד הדת במדינה. כל המאמצים להימנע מדיון כזה לא יועילו. מי שלא מתייחס לכל הבעיות של מדינת ישראל בעצם מצהיר שהוא איננו מתכוון לערער על שלטונו של נתניהו למרות שתחת שלטון זה התרחבו עד מאוד הפערים בחברה, נפסקו כל המאמצים להגיע להסדר עם הפלסטינים ונמשכת ההדרדרות במעמדה הבינלאומי של מדינת ישראל.
מי שרוצה להציב אלטרנטיבה לשלטון הקיים חייב להציג אלטרנטיבה הוליסטית. מי שלא עושה זאת, בעצם אומר דבר פשוט: אין לי חזון, אני לא רוצה להוביל את המדינה, אני רק רוצה לשפר את המצב החברתי-כלכלי.
האם הציבור יצביע לטובת אלטרנטיבה שנותנת פתרון חלקי ? התשובה לכך איננה פשוטה. בגדול, רובנו חיים בהדחקה, הדחקה שמאפשרת לנו להמשיך לחיות כאילו הכל בסדר בזמן ש-10 דקות נסיעה מכאן שולטים בעם אחר, יש אפלייה ויש אלימות יום יומית, במידה זו או אחרת. ההדחקה מאפשרת לנו לא לקחת ברצינות את הכרסום המתמשך בזכויות הפרט, חופש הביטוי והעיתונות והפגיעה בעצמאות המערכת המשפטית. רובנו עסוקים בהישרדות במציאות הכלכלית הקשה של היום או שאבדנו אימון במערכת הפוליטית וביכולתנו לחולל שינוי. אבל עמוק בלב רובנו יודעים את האמת. רובנו יודעים שצריך לטפל בכל, לא רק בתחומים הנוחים יחסית לטיפול כי יש לגביהם הסכמה רחבה בציבור, אם לא במערכת הפוליטית. אך לזה צריך אומץ, מצרך נדיר בזירה הפוליטית של היום. רק למי שיש את האומץ להציע אלטרנטיבה הוליסטית יש לו סיכוי לערער על שלטונו של נתניהו. בינתיים כולם מפחדים.
The Fear Factor
The public protest that raised its head proudly for several weeks has died down. Here and there it remains active but it's not what it used to be. What happened ? The leaders who headed the protest were unable to channel it into politics and did not succeed turning the movement into a political action group that would run for elections to the Knesset in order to realize the hopes and needs of the supporting public. Why didn't they succeed? Because they were afraid to give the struggle a true political color. It is, of course, possible to be in favor of improvements to the economic and social spheres without relating to the nature of the government, both under a democratic or a less democratic regime. The only thing that counts is the purity of the effort.
That view lacks, of course, intellectual integrity. Why ? Because the nature of the regime determines all policy, not only social and economic policy. The state is a holistic construct and policy in one area potentially effects all the other areas. For example, a nationalist state that does not seek accomodation with its neighbors needs to spend more on security and cannot afford a well funded and highly developed social welfare system, even if it wants one. The same nationalist state may also discriminate against its minorities and thus harm their economic standing. Everything is connected and cannot be separated as the leaders of the struggle tried to do in order to get the whole spectrum of the Israeli political scene to join, not only the captive left wing.
The Labor party as well, or at least chairperson Shelly Yechimovic, is deluding herself that it is possible to effect serious change in the social and economic reality in Israel without dealing in depth with important issues like permanent borders, civil society and the status of religion in the country. All efforts to avoid this will prove to be futile. Whoever does not relate to all major problems of the State of Israel declares in reality that he (or she) is not challenging the Netanyahu government despite of the fact that under his government, social gaps have widened considerably, all efforts at an agreement with the Palestinians have essentially been terminated and the deterioration in the international standing of the country continues unabated.
Whoever wants to be an alternative to the existing regime has to present a holistic alternative. If he doesn't do that, it simply means that he has no vision, doesn't want to lead the country and only wants to improve the social and economic conditions.
Will the public vote for a party that only offers solutions to some of the problems ? The answer isn't easy. Most of us live in denial, denial that permits us to live unbothered by the fact that only a 10 minute drive away, another people are kept under military rule, are discriminated against and suffer daily violence to this or that extent. This denial makes it possible to dismiss the ongoing erosion of personal status, human rights, freedom of expression, and independence of the legal system as not critical. Most of us are busy staying above water under difficult economic conditions or have lost any trust in the political system and in our ability to effect change. But deep down inside, most of us know the truth. Most of us know that we have to deal with all our issues, not only those easy to deal with because they are in public if not political consensus. For that we need courage and courage is in short supply on today's political scene. Only a party that is courageous enough to offer a holistic alternative has a chance to challenge the Netanyahu government. For the time being, everybody is scared to do so.
