קליטתה של שלי יחימוביץ' כיו"ר במפלגת העבודה מלווה בקשיים לא מבוטלים וניתן בהחלט לפרש את התנהלותה מול הממסד של המפלגה כ"השתלטות עויינת". אין זה סוד שהממסד ברובו הגדול תמך בבוז'י הרצוג בסיבוב הבחירות הראשון, איש מוכשר ונוח לבריות. בחירתה של שלי יחימוביץ' לתפקיד היו"ר די טרפה לממסד את הקלפים. ניצחונה הברור בהתמודדות (ברוב מובהק של 3,500 קולות) יחד עם יכולתה המוכחת לגייס כוחות חדשים, צעירים יותר למפלגה שכנעו רבים בממסד להביע נכונות לשתף פעולה עם היו"ר החדשה ולתת לה צ'נס של ממש. כך אכן קרה והרוב הגדול של העסקנים תומכי בוז'י התגייסו למאמץ של שלי לשקם את המפלגה.

בינתיים מתחילה להסתמן התפכחות מסויימת כאשר היו"ר החדשה אינה משתפת פעילים מרכזיים בכוונותיה והחלטותיה ואינה מסמנת קו הסברה מרכזי וברור. היא גם לא דאגה לשלב פעילים ותיקים במקומות המעטים שנותרו במנגנון המפלגה המצומצם ובמוסדות והארגונים המקורבים ל"עבודה" אלא איישה אותם במקורבים בלבד. היא השתלטה על המפלגה אך לא השכילה, לעת עתה, לגייס את חבריה הותקים לתמוך בה ללא סייג. יש הרואים התייחסות זו לוותיקים דווקא בחיוב כי תרומתם של האחרונים לתדמית המפלגה בעיני הציבור איננה חיובית במיוחד. יתכן שיש בזה משהו אך תרומתם של הוותיקים במערכת בחירות לא תסולא בפז. אם שלי חושבת שהציבור החדש שהיא הצליחה לגייס למפלגה ישקיע מאמצים במערכת בחירות ארצית היא כנראה טועה ובגדול.

הופעותיה הרבות בתקשורת אומנם נראות טוב בסטטיסטיקה אך הפיזור הרב על מגוון נושאים, כולם בתחומים עמם היא מרגישה בנוח, אינו מאפשר למפלגה לגייס תמיכה חדשה משמעותית מבחוץ והיא אכן יורדת בסקרים. העדר נכונות היו"ר להתמודד עם נושאים חשובים בתחום יחסי החוץ וגישה רדודה לנושאים בהם היא כן מתבטאת גורמים לחוסר נחת בחוגים הולכים וגדלים במפלגה, גם בין תומכיה המובהקים. במצב בו האופוזיציה העיקרית, מפלגת קדימה, עדיין לא מאורגנת ומתקשה לתפקד, מפלגת העבודה עם שלי בראשה הייתה יכולה לצבור כוח רב לו ההתנהלות התקשורתית של היו"ר הייתה מתוכננת היטב ולא הייתה מסתפקת בגימיקים אלא מאמצת גישה אסטרטגית נגד הממשלה, לא נגד קדימה. השאלה היא עכשיו אם פעילים מרכזיים יוכלו לשכנע אותה לוותר על ההתנהלות הטקטית הלא יעילה וללכת על קו אסטרטגי יותר, קו שיחייב אותה לגלות מנהיגות אמיתית, לא רק יכולת תקשורתית גבוהה.

בינתיים שלי מתחילה להזכיר לחלק מחברי המפלגה את אהוד ברק. ברק נתן לפעילים מרכזיים הרגשה שהוא משתף אותם ומחשיב אותם אך בפועל הוא לא התייחס כלל לעמדותיהם. יושבת הראש החדשה, לעומת זאת, אפילו לא נותנת את הרגשת השיתוף. היא זקוקה לותיקי המפלגה לא פחות מאשר המפלגה זקוקה לכוחות החדשים שהיא גייסה. לחברי המפלגה החדשים אין מחוייבות למפלגת העבודה ואין להם כל ניסיון של פעילות מפלגתית מאומצת בבחירות. מי שצריך להכניס אותם לתלם הם הוותיקים. בהזניחה אותם תיפגע המפלגה ובוודאי גם היו"ר.

The reception of Shelly Yechimovich as Chairperson of the Labor Party was accompanied by considerable difficulties and her conduct vis-a-vis the party establishment could definitely be interpreted as a "hostile takeover". It is an open secret that in the first round of the primary elections the party establishment, by a large majority, routed for Herzog, a talented and well-liked individual. The election of Shelly Yechimovich to the chairmanship certainly caught the party establishment off guard. Her decisive victory (she had a clear majority of 3,500 votes), together with her proven ability to bring new and younger members into the party nevertheless convinced many of them to cooperate with the new chairperson and really give her a chance. That is what happened and most of the party officials who earlier had supported Herzog joined the newly-elected chairperson's efforts to rebuild the party.

Since then,  some disillusionment has set in since the new chairperson chooses not to share with leading party activists what her aims are, nor does she involve them in any decision-making process. In addition she does not have a clear and focussed theme around which to promote the party's agenda. Furthermore she failed to place veteran party activists in the few positions that became available in the small party bureaucracy and in the institutions and organizations that are affiliated with Labor,  preferring to staff them with close supporters. She took over the party but failed, as of yet, to win over veteran party members to stand behind her wholeheartedly. There are those who view this attitude to the party establishment favorably since the latter doesn't particularly contribute to a positive public perception of the Labor party. This may be partly true but the contributions of veteran party activists in any election campaign are invaluable. If Shelly deludes herself  that the new party members who joined on her account will work hard in a national election campaign, she is probably making a big mistake.

While her frequent appearances in the media look good in the statistics their spread over a wide range of subjects, all in areas in which she feels comfortable, does not enable the party to recruit substantial new support from outside and Labor is indeed going down in the polls. The chairperson's unwillingness to deal with important issues of foreign affairs and a shallow treatment of subjects on which she does choose to express herself cause discomfort among widening circles in the party, including her staunch supporters. At a time when the main opposition party, Kadima, remains disorganized and dysfunctional, Labor with Shelly in the lead could be forging ahead if her appearances in the media were better planned and part of a strategic concept that would challenge the government, not Kadima. The question now is if leading party activists can convince her to give up her inefficient tactical maneuvering in favor of a strategic approach that would require her to demonstrate true leadership and not only media savviness.

Shelly is beginning to remind some party members of Ehud Barak. Barak gave party activists the illusion that he cared about their opinions but he actually never related to their proposals and positions. The new chairperson, on the other hand, doesn't even bother to give anyone illusions of participation. She needs veteran party activists no less than the party needs the new members she recruited. Her recruits have no long- term commitment to the Labor party, nor do they have any experience of campaigning in elections. Those who have to help them along into the fold are the veteran activists. Neglecting them will harm the party and certainly the chairperson as well.
